Abstract

The purpose of this report is to recommend development strategies for San Jose to follow in developing the areas within a walkable distance of the two proposed Bay Area Rapid Transit (BART) rail stations near downtown San Jose. The planned BART extension to San Jose is one of the most significant investments to the city’s transit system. Although the extension has not been ensured due to many political or funding concerns, it will create unique opportunities to promote transit-oriented development in the proposed station areas. This research is based on the assumption that the BART extension will occur as planned. The development strategies recommended in the report draw from my research into the study area itself, the relevant city planning documents, the development priorities of the communities, and the overall existing and planned transit system in the area.

The study area is located near downtown San Jose, which is at the south of the San Francisco Bay Area in California (see Figure 1-1). San Jose’s downtown is a revitalizing urban center with diverse and compact land uses and a transit system providing rail and bus transit options. The planned Bay Area Rapid Transit (BART) rail extension to San Jose’s downtown and its nearby area will bring an extraordinary opportunity to redevelop downtown and its nearby neighborhoods as an integrated transit-oriented city center with a variety of opportunities for housing, working, business and recreation. This study considers the BART transit-oriented development opportunities and issues for the area around two near stations. The result of this study will provide recommendation guidelines for the proposed TOD area.
