Abstract
This project was initiated as a result of coursework related to a collaborative effort between the City of San Jose and the Department of Urban and Regional Planning at San Jose State University. This report’s major goal is to evaluate the performance measures of the Strong Neighborhoods Initiative (SNl), and to provide a basis for continued evaluations of other community-based neighborhood improvement programs. The major goals of this report are:
1. Define what an effective performance measure for community redevelopment is; and
2. Evaluate the current performance measures of the San Jose Strong Neighborhoods Initiative.
Through the Strong Neighborhoods Initiative, the City of San Jose has made a commitment to strengthen and revitalize some of its older neighborhoods. After years of efforts that focused largely on the downtown, adjoining commercial districts and surrounding business districts, the SNI was initiated to address the economic and community development issues in the residential neighborhoods.^ The Urban and Regional Planning Department of San Jose State University has partnered with the city to consult on this project.
