Abstract
This report examines the issue of integrating residential care facilities (RCFs) into neighborhoods from three perspectives: legal, social scientific research, and from a zoning regulatatory approach. RCFs serve a wide range of disabled persons, but the report focuses mainly upon RCF clients who suffer from mental illness, AIDS/HIV, and drug addiction - i.e., the type of clients that most neighborhoods would not welcome. Rather than focusing, however, upon blaming neighbors or clients, this report deals with recognizing that there can be very real impacts from RCFs located in a neighborhood and looks at ways to address the impacts. The report also assumes that regardless of how helpful RCFs may be to the disadvantaged, it is important to maintain neighborhood characteristics.
