Abstract
The purpose of this report is to develop a better understanding of the theory and process of Design Review as used by many jurisdictions, and applied to residential and commercial projects in San Mateo County as a case study. This report will explore the reasons for requiring design approval, its goals, and objectives.
Many communities, neighborhoods and areas in San Mateo County have deteriorated through poor planning, neglect of proper design standards, and the erection of buildings and structures unrelated to their sites, incompatible with the character of the neighborhood and insensitive to the natural environment. These conditions have existed especially in older undeveloped or partially developed platted areas, existing and proposed communities, clustered developments and areas with unique environmental and/or resource value.
In my current position as San Mateo County Design Review Officer, I believe that the purpose of the Design Review process is to balance the needs of the general public with those of the individual property owner, to preserve and enhance the community's identity and quality of life, and to encourage compliance with the goals and objectives of the County’s General Plan. To best serve the needs of the public, the Design Review process should be as streamlined and user-friendly as possible, while efficiently and effectively meeting the County’s goals and purpose for the Design Review process.
