Abstract
The following report is a fiscal impact analysis for a proposed mixed use development at the West Sharp Park Wastewater Treatment Plant Site (development site) located in the City of Pacifica, California. The mixed-use development (project) that is analyzed in this report is made up of hotel, restaurant, and retail components. The analysis of the project was aided by the use of a computer model developed by the author of this report.
This report is one element of an ongoing partnership between the City of Pacifica and its citizens to spur economic development. Known as the Pacifica Economic Development Project, a consortium of divergent interests has been meeting since the Fall of 1998 to determine how to increase economic development within Pacifica. Consequently, copies of this report and the accompanying computer model will be submitted to the Pacifica Economic Development Project and the City of Pacifica. By submitting this report to the Pacifica Economic Development Project and the City of Pacifica, it is intended that both groups will be able to use the methods contained herein for analyzing the fiscal impact of future commercial projects.
The fiscal impact methods described in this report and the accompanying computer model are only useful for an analysis of projects which are entirely commercial. The fiscal impact analysis of residential developments must use different methods. Additionally, developments which are institutional in nature (i.e., community centers, churches, hospitals, etc.), must use different methods for determining their fiscal impacts upon a city.
Although not the same, the project described in this report is similar to another project under serious consideration by the City of Pacifica for the development site mentioned above. The methods used in the analysis of the project described in this report may also be used in analyzing the fiscal impact of the actual project under consideration for the development site. However, this report should not be mistaken as a general or specific analysis of the actual project under consideration by the City of Pacifica.
