Abstract
As the 21st century approaches, it has become apparent that today's transportation systems are unable to accommodate the travel needs anticipated over the next several decades. By 2020, surface travel in the United States is expected to double from 1990 levels and average surface speeds are also expected to continually decrease (HSRCSG 1), In addition the number of airline passengers is expected to increase by about 66% between 1990 and 2000 and then double again by the year 2020 (HSRCSG 1). Meanwhile, it may not be feasible to expand the highway and air travel systems to serve this additional demand because of the associated financial. environmental and community costs that would accompany such an expansion.
