Abstract

The following planning report examines the policy formation and implementation of the Housing Initiative in San Jose. First, the context and reasons for creating a Housing Initiative will be explored— the political, economic, and social climate of the time. Then the major elements of transit-oriented development will be defined as well as some of the difficulties involved with this type of development. Objectives and implementation of the Housing Initiative will be introduced and evaluated, with specific analysis of the Ohlone-Chynoweth light rail station project. Finally, the measurable results of the program will be summarized and evaluated.
