Abstract
The origin of zoning in America dates back to 1916, when the nation s first comprehensive zoning ordinance was adopted by New York City. This was a time when incompatibie iand uses such as housing and heavy industriai uses were in ciose proximity to one another. A close spatial arrangement between such incompatible uses inevitably led to deleterious effects on the public’s health, welfare and safety. New York City’s zoning ordinance acted as a catalyst in the creation of the 1922 Standard State Zoning Enabling Act. which became a model for local zoning controls throughout the country.
