Abstract
This report provides a framework for the comprehensive update of the general plan for the City of Monte Sereno. Monte Sereno is a small town located in the Silicon Valley approximately seven miles west of San Jose (see figure 1). It’s location at the base of the Santa Cruz Mountains, and it's history as a fruit farming area are the biggest factors behind Monte Sereno's rural atmosphere. Although it is the home for some of the valley’s wealthiest residents, there are also many residents who have lived there since the farming days. Most of the residents, however, feel strongly about maintaining the rural atmosphere and wish to implement means which will would protect the city from continued development pressures.
