Abstract

The potential for protection of wetland resources using regulatory mechanisms at the local government level was explored by Contra Costa County, California, as a method to implement new General Plan (1991) policy. Strong policy guidance endorsing protection of wetland resources resulted in a number of questions related to the effectiveness of existing regulations, in turn prompting a new level of understanding related to current regulations and their effects on land use considerations. Over a three year period, a draft wetlands protection ordinance was developed, discussed and significantly revised, evolving as part of an extended public process. Although the ordinance was not adopted, the process and problems will need to be addressed in any such program, and may be helpful in any such considerations.

This report chronicles the evolution of the ordinance as it developed, and offers a critique of the ordinance, as well as the process by which it evolved.
