Abstract
This planning report addresses the topic of regional collaboration and examines its latest iteration, which is known as smart growth. Smart growth efforts focus on restoring the urban core as a key component to revitalizing a region. An example of one such collaboration, the Oakland/San Leandro Joint Revitalization Plan, is evaluated to determine how effective an urban partnership can be and what this means for smart growth.
Research on this subject revealed that the successful elements of the Oakland-San Leandro project have a jurisdiction or community group which recognizes a direct benefit and champions its cause. To help ensure the success of a project or elements of a project without obvious benefits to a well-organized group, cities should include three actions: hire a project leader, develop support for the project within the community, and develop a public relations strategy to broadcast successes to community and the region.
