Abstract

A. Purpose. In 1990, the Base Realignment and Closure (BRAC) Commission designated Fort Ord, California for closure. At that time, studies were begun by the Army to determine the conditions of the facilities and properties comprising the base. The Fort Ord Reuse Authority (FORA) was established to develop plans for the reuse of the facilities. FORA was a coalition of representatives from the local city, county, and state governments. When the base closed in 1992, FORA took the lead in developing the Fort Ord Reuse Plan (FORP).

Method of Presentation. This paper will be presented in three chapters, each focusing on a smaller area. Chapeter II will describe the region formerly known as Fort Ord. It will describe the region as it was when the 7th Infantry Division (Light) left the base completely in 1993. Chapter III will present the proposed plan for the reuse of that portion of the former Fort Ord which encompasses the City of Seaside's Sphere of Influence (SOI). It is this area in which the proposed Military Enclave is totally located and, therefore, should be most consistent. In Chapter IV, an analysis of the seven major areas of concern, per requirements of the State of California for general plans and general plan development, as they apply to the specific area of the Military Enclave. It is recognized by the author that federal compliance with the State of California planning doctrine is not madatory; however, it is a refernce point which can be used by Army, Navy, or DoD activities to reduce incompatibilties between state and federal requirements. Finally, in Chapter V, conclusions and recommendation are presented. It is noted here that the environmental aspects of plants and animal life, as well as wetland habitat, have been segregated into Appendix A. This is done to emphasize their overall applicability to the former Fort Ord, not just the proposed Military Enclave or the Seaside SOI.
