Abstract
This report presents the history of adult use regulation and the contemporary problems associated with defending the regulation of adult-oriented uses. Adult-oriented uses have been linked with increased crime rates, lower property values, and the degradation of a community's quality of life. These pernicious effects have prompted communities to take action through land use controls. Many jurisdictions struggle with the regulation of adult-oriented businesses, not only because of the land use and related social issues, but because the regulation touches on Issues of free speech and First Amendment rights.
This report presents the ordinance that was prepared for the City of Redwood City with the intent to protect the community against the The negative impacts associated with aduit-oriented businesses. ordinance is written to present an opportunity for adult use businesses to operate within the City limits without harm to the community.
