Abstract

In 1967 the state of California enacted legislation requiring the creation of local Airport Land Use Commissions (ALUCs). The purpose of the ALUCs was to make recommendations to local governments regarding the height of structures and the use of land surrounding airports. In 1970 the law was expanded to require that ALUCs prepare Comprehensive Land Use Plans (CLUPs) that would provide land use controls to ensure the compatible use of land surrounding airports. Although the law has been amended several times since its enactment (14 times to be exact), the CLUP has remained the primary vehicle for ensuring the orderly and safe development of land surrounding California's public airports.

This report examines the process of preparing and adopting a Comprehensive Land Use Plan for an airport. It is organized into three sections: Section I provides an overview of the airport land use planning process in California and illustrates the critical role that CLUPs play in that process. It also explains the methodology of preparing and adopting a CLUP and examines the compatibility issues that should be addressed by such a plan. Section II is a draft comprehensive land use plan for the new Marina Municipal Airport in Monterey County. Section III reviews the plan preparation process for the Marina Airport and explains the remaining steps that need to be taken to adopt the CLUP for the Marina Airport. Section III also discusses the successes and failures of the State Aeronautics Act and provides recommendations for improving the comprehensive land use plan process in California.

Upon reading this report, the reader should be able to gain the following information: 1) an understanding of the airport land use planning process in California and a appreciation of the primary role that CLUPs play in that process; 2) an understanding of the process of CLUP preparation and a knowledge of the basic issues that CLUPs are intended to address; 3) and an understanding of the difficulties facing the airport land use planning process in California today.
