Abstract
The purpose of this report is to prepare a preliminary assessment of Monte Sereno's
current General Plan and provide a guide for a comprehensive update. The current Plan was
written in 1982, with the provision that it was to be updated every five (5) years. It is a
widely accepted planning standard that a city should comprehensively review their Plan
every five years to determine whether it is still in harmony with community values and
conditions. There have been no revisions to Monte Sereno's current Plan, with the exception
of the Housing Element in 1991. Due to the significant time lapse since the last revision, 13
years, the extensive amount of improvements required, and the State mandate for Housing
Element revision, this analysis determined a complete revamping of the Plan necessary to
redeem it to its proper use, as the City's contemporary guide.
