Abstract
This Special Study examines the state, regional and local processes of adopting and implementing a trip reduction ordinance and the impacts and effects upon the public and private sectors at the local level.
The City of Watsonville, with over 32,000 residents, is located on the southern edge of Santa Cruz County. Its economic and cultural identity is as an agricultural production and processing region. In response to state and regional directives, the City adopted its own Trip Reduction Ordinance that strives to be sensitive to the effected employers with over one hundred employees. This paper follows the development and implementation of Watsonville's Trip Reduction Ordinance and presents an evaluation of the ordinance and its goals.
